The Disaster Displacement Addendum (hereafter the "Scorecard") has been developed collaboratively by the Norwegian Refugee Council, UNDRR, IOM, IDMC, and the PDD to empower municipal actors to self-assess the integration of measures to address disaster displacement within wider DRR policies, management, and planning processes at the sub-national government level. It is the latest of the multiple thematic annexes to the Disaster Resilience Scorecard for Cities published by UNDRR and partners in 2017 to support the Making Cities Resilient Initiative (MCR 2030).
The Scorecard provides a set of assessments that allow local governments to assess their disaster resilience, structured around UNDRR’s Ten Essentials for Making Cities Resilient. It also helps monitor and review progress and challenges in implementing the Sendai Framework for Disaster Risk Reduction: 2015-2030 and supports baseline analysis for preparation of disaster risk reduction and resilience strategies.
This version of the Disaster Displacement Addendum incorporates comments and feedback from settlement level pilots and a consultative review process which was initiated in January 2024 under the leadership of IOM. It has been tested in multi-stakeholder workshops, involving national and local actors, in Trinidad and Tobago, Iraq, Brazil, and Kenya between 2022-2024.
A Facilitation Guide is available with additional resources to support effective discussions between city officials, service providers, and residents as part of the scorecard application workshop.

The Excel tool allows for interactive scoring, taking note of the assessment rationale, and providing proof for verification. The Excel tool can produce graphs to visualize the results of the scorecard assessment and support prioritization, planning, and decision-making. It complements the narrative provided in the PDF version.
