This session will speak to the COP theme of frontline communities and finance, building on the joint policy brief published by UNEP and IOM in August 2023 on “Integrating displaced populations into national climate change policy and planning”. While global in scope, the session will discuss region-specific examples of the emerging political consensus on this topic. This includes efforts by Member States of the African Union to roll out the ambition of the Kampala Declaration on Migration, Environment and Climate Change (KDMECC) continentally, and their ensuing ‘Call to Action’ for its implementation. It will also discuss concrete policies, strategic partnerships and delivery models to address the economic and environmental challenges faced by countries seeing growing volumes of climate-induced mobility and hosting large numbers of long-term displaced populations. The session will showcase some of the progressive actions pursued by countries such as Uganda, who championed the Regional KDMECC in 2022 and have partnered with Kenya in 2023 to take forward its continental expansion (KDMECC-AFRICA) at the Africa Climate Summit in September.
The session features Ministerial representation from the Government of Uganda, highlighting the country's groundbreaking whole-of-government policy framework on migration, environment, and climate change. It also explores Uganda's collaborative initiatives, such as the Sustainable Energy Response Plan (SERP). The side event is further aligned with the multi-stakeholder ‘mega pledge’ on climate action and finance that will be presented at the Global Refugee Forum in December 2023 and various issue-specific pledges developed, example, the Last Mile Climate consortium that includes participation from the UNEP Copenhagen Climate Centre.
Overall, the session aims to raise awareness among host countries of migrants, IDPs, and refugees about opportunities in regional and global efforts. It emphasizes integrating the perspectives of these populations into national policies, including NDPs and NAPs, to promote sustainable development.
