Meeting of the Thematic Working Group of the Migration Dialogue for West Africa on Climate change, land degradation, desertification, environment and migration

West Africa, as a region, which includes Benin, Burkina Faso, Cape Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo, has a long history of population movements. These have always been linked to the environment, be it in form of displacement in the context of disasters, transhumance and pastoralism, migration during the harvesting season or longer-term labour migration in the context of agricultural activities.

The Migration Dialogue for West Africa (MIDWA), a regional consultative process on migration under the auspices of Economic Community of West African States (ECOWAS), is an opportunity to advance discussions and action on migration, displacement and planned relocation in the context of disasters, climate change and environmental degradation in West Africa.

It is with this background that a first meeting of the MIDWA Thematic Working on Group on “Climate change, land degradation, desertification, environment and migration” is being organized in the context of the project on “Implementing Global Policies on Environmental Migration and Disaster Displacement in West Africa” led by IOM together with the Platform on Disaster Displacement (PDD) and with the generous support of the Government of France.

The objectives of the meeting are to:

1. Promote a shared understanding among regional and national stakeholders of how migration, displacement and planned relocation manifest themselves in the region in the context of disasters, climate change and environmental degradation.
2. Identify the priority issues to be addressed, including challenges and gaps as well as opportunities and good practices related to addressing environmental migration and disaster displacement in West Africa at regional and national levels.
3. Strengthen the structural arrangements of the MIDWA Thematic Working Group on “Climate change, land degradation, desertification, environment and migration.”
4. Define strategies to support States to implement at regional and national levels the commitments made under the Global Compact for Safe, Orderly and Regular Migration (GCM) Objectives 2 and 5 related to environmental migration and disaster displacement.

The meeting is open to MIDWA Member States, Observers, partners and donors.

Réunion du Groupe de travail thématique du Dialogue sur les migrations en Afrique de l’ouest (MIDWA) portant sur « le changement climatique, la dégradation des terres, la désertification, l’environnement et la migration »

La région de l’Afrique de l’Ouest, qui comprend le Bénin, le Burkina Faso, le Cap-Vert, la Côte d'ivoire, la Gambie, le Ghana, la Guinée, la Guinée-Bissau, le Liberia, le Mali, la Mauritanie, le Niger, le Nigeria, le Sénégal, la Sierra Leone et le Togo, a une longue histoire de mouvements de population. Ceux-ci ont toujours été liés à l’environnement, que ce soit sous forme de déplacements dans le cadre de catastrophes, de transhumance et de pastoralisme, de migrations pendant la saison des récoltes ou de migrations de main-d’œuvre à plus long terme dans le cadre des activités agricoles.

Le Dialogue sur les migrations en Afrique de l’Ouest (MIDWA), un processus consultatif régional sur les migrations sous l’égide de la CEDEAO, est l’occasion de faire avancer les discussions et les actions sur les migrations, les déplacements et les relocalisations planifiées dans le contexte des catastrophes, du changement climatique et de la dégradation de l’environnement en Afrique de l’Ouest.

C’est dans ce contexte qu’une réunion du groupe de travail thématique du MIDWA sur « le changement climatique, la dégradation des terres, la désertification, l’environnement et la migration » est organisée dans le cadre du projet sur « Mise en œuvre des politiques globales sur les migrations environnementales et les déplacements liés aux catastrophes en Afrique de l’Ouest » dirigé par l’OIM en collaboration avec la Plateforme sur les déplacements liés aux catastrophes (PDD) et avec le soutien généreux du gouvernement français. Le projet est aligné sur les objectifs 2 et 5 du Pacte mondial pour des migrations sûres, ordonnées et régulières (GCM) et sur le plan d’action triennal de l’Union africaine pour la mise en œuvre du GCM en Afrique (2020-2022).

La réunion aura pour objectifs :

1. Promouvoir une compréhension partagée entre les parties prenantes régionales et nationales de la façon dont la migration, le déplacement et la relocalisation planifiée se manifestent dans la région dans le contexte des catastrophes, du changement climatique et de la dégradation de l’environnement.
2. Identifier les questions prioritaires à traiter, y compris les défis et les lacunes ainsi que les opportunités et les bonnes pratiques liées à la gestion des migrations environnementales et des déplacements liés aux catastrophes en Afrique de l’Ouest aux niveaux régional et national.
3. Renforcer les dispositions structurelles du groupe de travail thématique du MIDWA sur « le changement climatique, la dégradation des terres, la désertification, l’environnement et la migration ».
4. Définir des stratégies pour aider les États à mettre en œuvre aux niveaux régional et national les engagements pris dans le cadre des objectifs 2 et 5 du Pacte mondial pour des migrations sûres, ordonnées et régulières (GCM) relatifs aux migrations environnementales et aux déplacements liés aux catastrophes.

La réunion est ouverte aux États membres, aux observateurs, aux partenaires et aux donateurs du MIDWA.
