Key UNFCCC decisions call for action to ‘avert, minimize and address displacement related to the adverse impacts of climate change.’ As climate change interacts with other factors to exacerbate exposure and vulnerability, the investment required to avert displacement increases. Some places become increasingly uninhabitable. Yet, for many, leaving home is not an option they are willing to entertain. Drawing on insights from international and regional academic networks, this panel examines the emerging notion of the right to remain, asking difficult questions about how to find an equitable balance between attachment to place, and imperatives to move. At what points can local and national authorities cease to provide services to places deemed uninhabitable? Can authorities force people to relocate? What role might climate finance play in supporting adaptation to avert displacement, and how might the emerging loss and damage regime respond if people are ultimately forced to leave?
